Move one Agitator to an adjacent City Area, then move it again to a further adjacent City Area if desired. You may move other Demonstrator units in the same space as the Agitator both times, and you may pick up and drop off units along the way.

NOTE: You may not cross Barbed Wire or move into a City Area that has a Tear Gas token.
