Place two Lv1 MOBEs from the supply in any one City Area. You move any adjacent Demonstrators into the City Area.

NOTE: For the second step, you must obey movement rules (e.g. you may not cross Barbed Wire).

OPPORTUNITY cards require two Agitators. When its location requirement is met, place it in the matching faction’s hand of Action Cards for the remainder of the game (there may be a choice of which hand to place it in) rather than resolving its effects immediately. That card may be played as an Action Card in future turns (you no longer need to meet the location requirement to resolve its effect).
