TACTICS
Once per round, the Establishment may lose 2 Exposure Points to activate one Policy Card in the Policy Splay without paying any Capital.
NOTE: Tactics cards are active when placed in the CURRENT TACTICS space on the board (see Strategy of Confrontation Action Card) and grant a special card effect during the Police turn.

… When other men were cashing pension checks, he was still running things, and it was no longer a matter of distant goals, of proving himself, of finding his place in history: he had shaped the city and Machine to his liking. If it ended right there, he could say he had done all of the big things. Now it was simply a matter of doing more of them. Despite the angry bleatings from the nation's liberals, who had actually demanded and expected that he be destroyed, dethroned, punished by the Chicago voters, he was still there. They didn't know him and they didn't know Chicago. He had put everything and everyone in their proper places.
His Machine, threatened after the convention by a revolt of liberals, independents, and blacks, had been tightened and was again running smoothly. He had disabled them with one smooth gesture.
