P005 Adjourn the Convention

NOTE: while no Delegate Cube may be added to the Delegate Track, Delegates may still be removed. For example, Disruptive Delegates (a Street Theater card) and Raid on the McCarthy Suites (a Tactics card) can return or remove Delegate Cubes in the Delegate Track.

Delegate cubes can be added to the delegate bag as well - for example, when the Demonstrators exposure exceeds their maximum.
