First, you may replace one MOBE in the same area as an Agitator with an Agitator from the supply (if available).

Then, draw one Street Theater Card per Agitator on the map (i.e., in any City Area, including Cook County Jail). Place any drawn cards face up in the Street Theater splay area as desired. Each card must be placed in an empty space in the splay, but existing cards may be discarded to make room for them (except for Counterrevolutionaries).

NOTE: Counterrevolutionary cards must be placed in the splay, even if this requires discarding another card to make room.
